Votte is supposed to represent Corpus members who had taken advantage of profit for more worldly desires. Hence his round appearance. He's one who cares much for the image of the Corpus as it can also reflect on the many parties he tends to go to; influencing others and gaining new allies in the name of profit. He not very creative and tends to have others do the thinking for him. Of course, as long as nothing risks tarnishing his image. It is supposed to have led to him being a popular person, but not exactly economically powerful. Making it one of the few reasons he's on the board to begin with.
